January 27, 2009: In Memoriam David Nowlan by Larry Bourne. Professor Emeritus of Economics and a Senior Research Associate of the Cities Centre, passed away on January 27th at the age of 72. David was a prominent scholar, a first-rate teacher, and a long-standing contributor to urban studies and environmental research at the University. He also had a distinguished career as an international consultant and advisor to city and metropolitan governments, including the City of Toronto, in the fields of urban economics, development planning and transportation planning and policy, and had considerable experience and success as an academic administrator. He served for a number of years as VP of Research and the University’s Advisor on Environmental Education. A memorial service will be held in his honour in the spring. August 11, 2008: In Memoriam Donald P. Kerr, 1920-2008 Philippa Campsie Donald P. Kerr, a leading member of the original group of academics who formed the Centre for Urban and Community Studies, died on Monday, 11 August 2008, after an illness.
Donald Kerr was born in 1920 in Toronto and moved with his family to Vancouver in 1937. He completed a B.A. in geography at the University of British Columbia in 1941 and an M.A., supervised by Griffith Taylor, at the University of Toronto in 1943. After intensive training in meteorology in 1943, he became a meteorological officer attached to the Royal Canadian Air Force in various locations on the west coast of British Columbia during the remainder of the war. In 1946, Griffith Taylor invited Don Kerr to become a lecturer at the Department of Geography at the University of Toronto. While teaching courses in climatology, Don Kerr also worked on a Ph.D. under Taylor’s supervision. He received his Ph.D. in 1950 with a thesis on the Regional Climatology of British Columbia and he became a regular faculty member from 1951 onwards.
During the 1950s Don Kerr developed his interest in urban and economic geography with a strong emphasis on the economic history of Toronto and the industrial geography of the Toronto region. These interests were extended in his pioneering efforts to develop “metropolitan studies” in Canada. His article on “Some Aspects of the Geography of Finance in Canada,” published in 1965, and his book chapter on “Metropolitan Dominance in Canada,” published in 1967, became landmarks in Canadian and international urban geography.
Beginning in 1961, Donald Kerr and Jacob Spelt (Geography), S.D. Clark (of Political Economy and, after 1962, Sociology), Oswald Hall (Sociology), James Milner (Law), and Albert Rose (Social Work), met every few months to discuss their research interests and read papers to each other. Their concerns focused mainly on Metro Toronto and the urban-related activities of the federal and provincial governments. They decided to create a research centre focused on urban affairs and established a committee to promote the idea. The School of Graduate Studies established the Centre for Urban and Community Studies in 1964. The new Centre initiated several research projects, including the Land Use Atlas project, spearheaded by Donald Kerr.
In the 1970s, Don Kerr increasingly emphasized the historical dimension of metropolitan studies. He contributed a key chapter in several of the Heartland and Hinterland editions on “The Emergence of the Industrial Heartland 1750- 1950” and published several articles on the long-term economic trajectories of Canadian metropolitan areas. In the 1980s, including five years after his retirement in 1985, Don Kerr was a key member of the Historical Atlas of Canada team. He served as member of the executive committee, was senior editor of volume III, and was a major contributor to sections and plates of the atlas.
As chair of the Geography Department of the University of Toronto between 1968 and 1973, Don Kerr presided over a major expansion of the Department, especially the graduate program. He was an early and continuously active member of the Canadian Association of Geographers, including a term as president in 1960. The CAG honoured him with an Award for the Service to the Profession of Geography in 1992. He received the Gold medal of the Royal Canadian Geographical Society in 1993 and became a Fellow of the Royal Canadian Geographical Society in 1995.
Until recently, he was working with others to help prepare a history of the geography department. He took part in “historical-cultural” evening seminars ten and more years after his retirement and was a constant and actively engaged supporter of the University of Toronto Geography Alumni Association. Don Kerr is predeceased by his wife Ruth.

May 6, 2008: Civil Engineering Professor Eric Miller Appointed Director of the University of Toronto Cities Centre
For the first time in history, roughly 80 per cent of Canada’s population lives in cities or suburbs of major cities. More than half of all people in the world live in an urban area. This shifting demographic has created highly concentrated settings for economic growth, consumption, innovation, investment needs, environmental stress and political tension. As a consequence of this shift, urban issues are a top political priority around the globe, and the demand for scholarly and applied policy-relevant research is being met through the University of Toronto Cities Centre.
This collaborative centre will be led by Civil Engineering Professor Eric Miller, who holds the Bahen-Tanenbaum Professorship, and currently serves as Director of the Urban Transportation Research and Advancement Centre for a 3-year term beginning July 1, 2008. Professor Miller will succeed Larry Bourne, Professor Emeritus in the Department of Geography and Program in Planning, who has served as the Cities Centre’s Interim Director since the beginning of 2007 when it was conceived as the University of Toronto’s chief locus of multidisciplinary graduate research on urban issues throughout Canada and the world.
George Baird, Dean of the Faculty of Architecture, Landscape, and Design, through which the Cities Centre reports, welcomes Eric Miller’s appointment. “Eric Miller has been a dedicated supporter of the idea of the Cities Centre from the time of its initial inception, 2 years ago. He brings a broad, multi-disciplinary sensibility to its prospective research agenda, and will be an effective advocate for that agenda, and for the collaborative teaching program it is expected to develop.”
“We are delighted that Eric was selected to lead the new Cities Centre. His remarkable expertise in urban research and his involvement around the globe will enable him to lead this multi-disciplinary initiative to produce innovative solutions to meet this challenging societal demand,” said Professor Cristina Amon, Dean of the Faculty of Applied Science and Engineering.
Professor Miller joined the Department of Civil Engineering in 1979. He is currently Chair of the International Association for Travel Behaviour Research. He also serves on a number of committees for transportation in Canada and the US. The City of Toronto uses his “GTAModel” modeling system to forecastregional travel demand in the Greater Toronto Area to support urban transportation policy analysis and decision-making. He is also the principal investigator of the research team currently developing advanced microsimulation systems for modeling travel and other urban spatial processes.
He received his BASc in Engineering Science from the U of T in 1973, his MASc in Aerospace Studies from the U of T in 1975 and his PhD in Civil Engineering Transportation Systems from MIT in 1978.
The multi-disciplinary research and teaching centre focuses on urban research, as well as teaching at the graduate and undergraduate levels. It incorporates the well-established Centre for Urban and Community Studies, and involves a close collaboration between a number of divisions of the university, including the Faculties of Architecture, Landscape, and Design, Applied Science and Engineering, Arts and Science, OISE, Social Work, and the Rotman School of Management.
